It’s just a legal matter that doesn’t allow them to be labeled brand new again.

Of course, the best used servers, cell phones and laptops are always brand new. The production is perfectly executed thus being sold as brand new. Refurbished items, though, are often overlooked. There items had small defects and were, rather, remade than repaired.
